Party politics in Japan
To the outside observer, the character and dynamics of Japan's political parties and Diet (National Assembly) are often obscure. Through his extensive familiarity with the world of Japanese politics Hans H. Baerwald is able in this book to present an invaluable description of party politics in Japan, and a unique analysis of the influence that a changing balance of power over the last decade has had upon the functioning of the Diet.
The book begins with a chapter devoted to the party system, and especially how it has changed in broad outline since 1955. The second chapter is concerned with the electoral systems for the Representatives and Councillors in the Diet. The author is here able to make a genuine contribution by providing non-Japanese readers with an entirely new method for analyzing the impact that the electoral system has upon election results. Chapter Three provides an extensive analysis of the Diet's internal governance, and the focus of Chapter Four is a discussion of the influence on the Diet's functioning and role of the arrival of 'near parity' between the governing and opposition parties.
